Evaluation of Challenges for the accreditation and oversight of Third-Party Ed-Tech Providers
This will be an active-learning session that will engage participants in both identifying challenges in their own contexts and proposing QAA solutions. Using a group setting, participants will be asked to consider one of many education technology arrangements and the implications for the assessment of quality. As part of that discussion, the participants will have an opportunity to:
- Evaluate the presence and quality of Ed-Tech providers in their country or institution and how that service (provider) has influenced academic quality and student success.
- Dissect the various arrangements of ed-tech services and implications for QAA agencies.
- Explore strategies that will facilitate the oversight and evaluation of ed-tech service providers.

Ms. Perliter Walters-Gilliam
As an international higher education accreditation professional, Perliter Walters-Gilliam has more 15 years of experience developing accreditation standards, evaluating institutional compliance, assuring quality measurements, and monitoring accreditation regulation. She previously served as the Vice President of Accreditation at an institutional accrediting body where she was responsible for all critical functions pertaining to accreditation. She has conducted over 300 institutional reviews to various types of colleges, private universities, and independent institutions within the US as well as evaluation and consultations in over 10 countries in Europe, Asia, Latin America, and the Caribbean. She recently served as the Quality Assurance Expert representing the Commonwealth of Dominica at UNESCO’s 3rd World Higher Education Conference in Barcelona, Spain.
Her client portfolio includes specialized and institutional accrediting agencies seeking US Department of Education recognition, certification bodies seeking accreditation, quality assurance agencies within governments, and institutions with a variety of quality assurance and organizational needs.
She holds an MBA from the Robert Smith School of Business at the University of Maryland, College Park and double undergraduate degrees in International Business and Spanish from Plattsburgh State University.
Ms. Kimberlee Moore
Ms. Kimberlee Moore is a higher education professional with more than 18 years of experience in quality assurance and accreditation and higher education administration. She has extensive experience in advising individuals and organizations on developing and sustaining qualitative improvements in their educational and quality assurance practices. She is the former Chief Accreditation Officer for the Council on Academic Accreditation in Audiology and Speech-Language Pathology (CAA) of the American Speech-Language-Hearing Association. She provided strategic leadership to the CAA and oversaw the quality assurance processes for over 380 graduate programs in audiology and speech-language pathology. Additionally, she has held leadership positions overseeing and supporting programmatic and institutional accreditation activities for higher education institutions in the US, Ecuador, Italy, New Zealand, and Turkey.
Ms. Moore is currently completing a Doctor of Education from the University of the Liverpool, Liverpool, UK. Her research interests involve higher education quality assurance and social justice. She earned a Master of Public Policy degree from the University of Maryland, College Park, MD, USA; a Postgraduate Certificate in Business Administration from the Georgetown University School of Continuing Studies, Washington, DC, USA; and a Bachelor of Arts degree from the University of Georgia, Athens, GA, USA.
