Established in the 1980s, the Namibian HE is at a juncture of maturity that requires a more proactive role from quality assurance to promote inclusion, equity, relevance, and equal access to quality education. By setting a unified framework for expansion and enhancement of the Namibian higher education, the new minimum standards set baseline requirements for all types of HE providers in the system, while at the same time ensuring integrity and trust in HE performance locally, regionally, and globally.
