HAKA (former EKKA) – the Estonian Quality Agency for Education – was established in 2009 and performs independent functions within the Education and Youth Board.
HAKA’s mission is to empower educational institutions and other stakeholders in advancing the quality of learning and teaching as well as supporting the development of learners.
HAKA is the leading competence centre in the field of external evaluation of education in Estonia. HAKA has extensive expertise and experience in the fields of higher education and vocational education, but also in primary, secondary and adult education.
HAKA’s core activities in higher education are:
- institutional accreditation,
- expert assessment, if an institution wishes to start providing instruction in a new study programme group,
- thematic reviews.
HAKA also has expertise in and a framework in place for conducting
- accreditation of study programmes/clusters of study programmes, and
- accreditation of continuing education programmes.
The regulations for different types of assessments can be used for assessments within or outside Estonia. In addition to various assessments, HAKA also conducts analysis, develops quality criteria and guidance materials, offers trainings and seminars, and engages in international development activities.
